Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected robbery and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

These detentions come after a probe into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers had stolen from them their suitcases after getting out of a car park lift.

A toddler aged three was one of the those hurt in the event. Five people were taken to the hospital for medical care and have since been discharged.

Police arrested a 31-year-old man on suspicion of robbery and assault close to the scene. He has since been released pending further inquiries while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT following reports of several individuals hurt by an irritating chemical thought to be pepper spray.

The assault - an event that police said was a standalone incident and not being treated as an act of terror - caused train delays and the temporary shutdown of the main airport tunnel and the T3 parking facility for a short time.
